Evaluation of Project Need is a 56 page report that was produced in June 1992,
and it serves to document the need for the Woodhaven Extension Project. - According
to this report, various improvements are needed to:
Relieve

Travel for Local and Regional Traffic* |

- The
improvement to: "Facilitate Travel for Local and Regional Traffic"
would be provided by the new extension. In PENNDOT's traffic scenario: Regional
traffic would be diverted onto the extension - removing it from Byberry Road,
which would only serve local traffic - and then, in essence accordig to the plan,
the Woodhaven extension would be separating regional traffic from local traffic.
